CM accepts the authority to review the performance of all IAS officers

Government. mandates reporting, review and acceptance by authorities for PARs by AIS officers

The government on Saturday mandated reporting, review and approval by authorities for the preparation of performance appraisal reports (PARs) of the All India Services Officers (IAS, IPS and IFS) of Andhra Pradesh Cadre.

GO Rt No. 726, issued by Chief Secretary Aditya Nath Das, mentioned the Chief Minister as the accepting authority in connection with the performance appraisal of all IAS officers, including the Chief Secretary (CS), with the exception of the Secretary to the Governor.

The CS, the secretary to the governor and the secretaries of the CMO have no reporting or review powers. All other IAS officers have reporting and reviewing authorities and CM as the accepting authority.

The Chief Commissioner of Land Administration and the Special Chief Secretaries / Principal Secretaries have CS as a reporting authority, but not a review authority.

For the IPS officers, the Director General of Police and the General Secretary (Home) have CS as the reporting authority and CM as the receiving office, but none as the reviewing authority.

The Principal Chief Conservator of Forests has the CS and the CM as reporting and acceptance authorities, but not a reviewing authority.

The GO said that the Performance, Character, Behavior and Qualities PARs of each member of the AIS must be written for each fiscal year under No. 5 of the All India Services (Performance Appraisal Report) Rules, 2007.

The state government has reviewed and revised the existing channel for writing PARs to ensure consistency and control of the executive branch over administration for the effective delivery of public services.
